What Submitted, Approved, Removed and Refused mean in the Part 3 register

Quoted on 13 October 2026 from the NDIS Commission's find a registered provider page. Quotations are unchanged, including the Commission's own spelling and grammar.

Part 3 of the NDIS Provider Register lists supported independent living (SIL) providers who are not yet registered and have applied. The Commission publishes it as a CSV file with 7 columns. Two of them carry a status: column C, the progress of the whole application, and column F, the status of one registration group (0115 or 0138). They are read together.

Column C: progress of application

The Commission describes column C as "The current stage of the organisation’s application with the NDIS Commission":

"Ongoing: Application has been submitted and is progressing. They are eligible for SIL related payments as long as they have registration '115' or '138' in a status of 'Submitted'."

"Approved: Provider's application has been approved by the delegate and is now a registered NDIS providers. If the provider has registration group '138' in a status of 'Approved', they are now a registered SIL provider with the NDIS Commission."

"Refused: Application has been refused by the delegate, and the provider is not eligible to claim for any SIL related services."

Column D, "Progress of application change date", is "The date the application most recently changed to its current progress or status." The file has no separate refusal date, so for a Refused application, column D is the date to use.

Column F: registration group status

Column F is "The current status of the registration group for the organisation":

"Submitted: Providers has applied and being assessed for registration group 0115 or 0138 and can claim for SIL supports and services."

"Approved: Registration group has been assessed and provider is approved to claim for SIL supports and services under 0138"

"Removed: Provider removed either 0115 or 0138 from the application. They can no longer claim payment for SIL after the date the registration group was removed (Column H)."

The definition of Removed points to column H, but the file has only 7 columns, A to G. The removal date is in column G, "Registration group status removed date": "The date the registration group was removed or ceased to have an 'Submitted' or 'Approved' status, where applicable."

When a claim is eligible, in the Commission's words

"To be eligible to claim payment for supported independent living services:

Column C: The progress of their application must be ‘Ongoing’ or ‘Approved’, and

Column F: Their registration group status must be ‘Submitted’ or ‘Approved’."

For providers that removed SIL during their audit:

"Column F: Their registration group status will be ‘Removed’, and

Column G: The date the service was provided is after 1 July 2026 and before the date in this column (the date the registration group was removed).

If the date the service was provided is after the date the registration group was removed (Column G), the claim is not eligible for payment."
